In any unfamiliar or complex setting, navigating the myriad of pathways to energy efficiency requires a road map. Our Strategic Planning Methods help to find the best path to success. We create a framework which clearly connects actions to achievements, guiding wise investment in people, knowledge and infrastructure.
Identifying barriers and assets in advance, means that scarce resources can be directed where they can make a difference. Knowing who will influence progress or cause delay enables a supportive constituency to be built during the planning process, when it matters.
We define more then one realistic pathway to achievement. Our process recognizes that today’s political and funding commitments may end with the next election or budget cycle. Mitigating the impacts of uncertainty is a safeguard against early failure. It is one important way to assure program stability.

- State of Oregon Department of Energy — application of computer model to track energy flows through major sectors of the State’s economy to identity and evaluate alternative energy supply and energy conservation policies and programs
- Caltrans, California Department of Transportation — definition and evaluation of policies and actions to reduce energy use in private and fleet vehicles, encourage ride-sharing and mass transit use, identify roles for the State and local government agencies
- St. Petersburg Florida (USDOE) — preparation of a comprehensive energy conservation and renewable energy supply strategy for the City, including public policies, actions related to modifications of municipal regulations, implementation of a range of incentives including codes, ordinances and transportation management techniques
